The combination of an effective and flexible government but a weak state produced a situation that enormously influenced the resolution of socioeconomic conflict that industrialization heaped up without respite. Social conflict was largely diverted into political channels. Unlike their German counterparts, British policy makers did not succumb to any temptations to manipulate foreign policy for domestic purposes.

Yet there was no master plan to deal with the difficulties. Various agencies of the government often did not cooperate and at times did not even communicate with one another. Even the nation’s diplomacy was largely ad hoc and opportunistic. Although Foreign Secretary Lansdowne inaugurated the “new course,” he had no clear conception of what the final outcome of his policy would be. ”31 Great Britain failed to develop a sustainable policy toward Germany before the two nations headed toward conflict.
